Medicaid Abortion Bulletin and New Forms

Effective November 17, 2006, women enrolled in the Medicaid system who need abortion care have the protection of new rules and forms issued by the Pennsylvania Department of Public Welfare. 

Medicaid Bulletin 99-06-15 clarifies the rules and procedures women and doctors must follow to get abortions reimbursed through the Medicaid program in Pennsylvania.  This Bulletin does not expand eligibility in any way; as in the past, the only circumstances under which Medicaid will cover abortion services are in cases of rape, incest, or life endangerment.  However, the Bulletin clarifies some confusing rules that have prevented women in these desperate circumstances from promptly getting the medical care they need.  The forms listed below are simpler and less intimidating than the old forms.
