Tara speaking at the Capitol about how, despite the injuries and harm caused by abortion bans, we are seeing the same playbook used against contraception: top-down restrictions framed as Access to contraception is eroding and poised to get worse. Pennsylvanians need access to contraception to be protected in state law—that’s why we strongly support HB 1140 (Kruger).

As the Bucks County Beacon reported, I recently spoke at the Capitol about how, despite the injuries and harm caused by abortion bans, we are seeing the same playbook used against contraception: top-down restrictions framed as “protection” and widespread disinformation on the ground.

New federal Title X guidelines prioritize “natural family planning.” Meanwhile, online misinformation about contraception has become so pervasive that experts now call it an “infodemic.” WLP has been advocating for versions of this bill for nine years. This session, HB 1140 finally passed the House.

Now, it’s been stalled in the Senate Banking and Insurance Committee for over a year.

It’s time to acknowledge a troubling reality: although most Americans across party lines support protecting contraception access, contraception has become a partisan issue in Pennsylvania.

When HB 1140 passed the House last year, 86 out of 101 Republicans voted against it. In 2024, 68 did. That represents nearly a 20% increase in Republican opposition to protecting contraception access.

Why is support declining in the legislature while the need continues to grow? It’s past time to stop playing politics with our health, our lives, and our futures.
